Kamei:
There is a reason for it, but for now we're keeping it as a secret (laughs). If you think about Hakan's characteristics and his moves in the game, you might figure it out. Incidentally, his hair color is turquoise.*
(*In Japanese, Turkey = "toruko". Turquoise = "toruko ishi". "Ishi" meaning "rock" or "stone".)

Tsukamoto:
We got a lot of questions from various departments about Hakan's hair during development.

Okada:
Yeah, we were often asked "explain his hair style" or how we made it.

Tsukamoto:
Yeah, we were constantly asked that. "Is that a hat?" or "Isn't that really a shower cap?" - this went on for months (laughs).

Okada:
And we always answered "No, that's his hairstyle!" (laughs) I'll say it here again for good measure, that's his hair. It's not a hat or shower cap. And it's not a helmet!

Now, keep in mind about the "no animation", it costs a lot of money (and time, resources) to make full animation. Doing full animation sequences for 35 characters would have taken lots of time and hundreds of thousands if not in the millions of dollars to produce to the best of my understanding. If you keep that in mind, it makes sense for Capcom to go this route.

Keits: As you know, Shoryuken is interested in a slightly different subset of information than the average SSF4 buyer. They are more interested in balance changes and gameplay nuances. Can you explain a little about the process of balancing a game like Super SF4? Where do you start? What information do you draw upon to find things you want to change?

Seth: You start with the data generated by the competitive community from SFIV--it's simply the largest body of data on the subject available. We have more information than we've ever had before, not only because of vastly improved lines of communication between the company and players, but also because of the hard numbers from online stats and even arcades. Who are people playing? Which characters are winning? Etc. Then of course you've got all the new characters to handle. Job #1 is to make sure they come through as characters and are fun to play, and from there you turn to balancing them to make sure they play nice with everybody else and create interesting matchups. To some degree you can slot them in around everyone else ("how will Hakan deal with fireballs cross-screen?"), but many of them turned out to be their own challenge.

But easily the most impressive addition, and the one that should have hardcore players foaming at the mouth, is the all new replay channel. It's just what it sounds like, letting players record matches and even discuss the battles online with friends. The channel is broken up into a few sections based on fighters: Originals (Ryu, Ken, Chun-Li, E. Honda, Blanka, Zangief, Guile, and Dhalsim); Newcomers (C. Viper, Rufus, El Fuerte, Abel, Juri, and Hakan); Alpha (Sakura, Dan, Rose, Gen, Guy, Cody, and Adon); Turbo and III (Cammy, FeiLong, T. Hawk, DeeJay, Ibuki, Makoto, Dudley); and Boss (Balrog, Vega, Satat, M. Bison, Akuma, Gouken, and Seth).
